Does color brightness depend on wavelength?

More specifically...

Say you have two colors in the visible spectrum with same intensities.

1. 600-700nm
2.400-600nm

(white light is 400-700nm)

Is 1 brighter than 2? Is white light the brightest possible? So does the inclusion of more wavelengths mean that something is brighter?
Same intensities as in both have an albedo of 1.
 
no, good question, brightness has to do with HOW MANY waves there are.

wavelength determines color or energy level.
