Any exercise will help so cycling is a good start. If you cycle off road, you have to control the bike more and that can really make your arms and chest ache the next day, so it must give them a workout too, but normal road cycling probably doesn't make you use many muscles in your chest and arms - however, it's still exercise.

I used to cycle to work every day (about 5 miles per day) and that kept me fit. I didn't lose tons of weight but it was good for my blood pressure (which was high at the time) and my legs definitely felt the benefit, but you can do other things too like pushups in your room and stretches and things like that - pushups will certainly help your chest.
