Does anyone tell me if due process rights are being violated and what can be done?

In the NJ parole handbook as well as in NJ laws and regulations it states that within 21 days of a revocation hearing written notice of a decision will be sent. If that doesn't happen aren't they violating their own rules? Can't something be done?
He is being held in jail on a parole warrant. The PO doesn't know anything in is awaiting panel hearing which should have been concluded at this point based on written NJ LAW
