Does anyone remember this anti-drug cartoon?

I remember in fifth grade, my teacher made the class I was in watch this really bad, faux-psychedelic, kind of hilarious anti-drug cartoon special that I cannot for the life of me remember the name of. (No, it wasn't Cartoon All-Stars to the Rescue, though that one more than fits all of the above criteria.) All I remember was that a group of young kids entered this Lewis Carroll-inspired fantasy world where they encountered characters who represented different illegal drugs and their effects; for example, marijuana was embodied as a hulking, blubberous doobie that stared into space and spoke at length in a hypnotic voice about things that didn't make any sense. (Of course.) I think the heroin character was just a big floating skull, or something ominous and unsettling like that. I am trying to look up this cartoon so that I may watch it again, but, as I said, the name escapes me. Does anyone else remember being made to watch this in school, and what the title may have been? Thank you!
