Does anyone remember a story about a raccoon with a broken stop watch?

I am trying find an old favorite story book of my brother-in-law. He can't remember the title but he said he remembers it was about this raccoon with a broken stop watch. It was for kids but was in the format of actual paragraphs (not just "see Tim run" on a page) and had black and white pictures. He's 20 now so it would be over a decade old. Anyway, if anyone thinks they know the title, please let me know! Thanks! :)
Sorry, instead of stop watch I believe he said it was a broken pocket watch.
