Does anyone recall a short story called "High Eight"?

It appeared in a collection of science fiction short stories. I read it in about 1969. Briefly, the idea was that electricity started "talking" to humans through their electrical devices, making them migrate to high power substations and throw themselves onto the wires. I can't remember the author or what the name of the collection was (possibly one of those "best of 1968"-type things). Does anyone remember this?
