does anyone know who I would complain to if I had a Doctor that totally dismissed

If that doctor is an employee, you can complain to the employer. Otherwise, take your business elsewhere. If you are asking if the doctor was wrong, I could only guess. If you are asking if being impolite is the same as malpractice leading to harm, it is not.
