if the problem is that the fabric is peeling back then the answer is to take the car to an auto upholstery shop in your area and have the fabric re-glued. its a whole lot less expensive than to buy replacement panels. the problem is that the glue used at the factory wasn't the best.
as an alternative you can do it yourself if you feel handy. you'll have to go to a fabric or craft store to by fabric glue. I did this on my son's 2003 EX Civic about 2 years ago and its still holding on well.
other than buying the replacements through a Honda dealer you don't have many options. search on the internet for Honda recyclers and you might get lucky or try local salvage yards but most of the door panels in the scrap yards are worse then the ones coming off your car as they get beat up by people trying to get glass or window motors out.
