It's something Razumihin says. I unfortunately don't remember where it was in the book or exactly what the context was (I think he was talking with Raskolnikov), but the essence of the quote was that if someone was basically a good person, whatever their other qualities or flaws, Razumihin liked them. If you've read the book and have a copy, it's probably not really that hard to find. If I had a copy of the book at the moment, I would look for it myself.
