Does anyone know the name of this film...

Please help!

I've been racking my brains trying to rember the name of this film. It is a British film made in late 90s. I think it was set slightly in the future and it was based on this game show (I think) where people had to hunt people down and capture them to kill them. (a little bit like the Running man) I think it may have been filmed in the style of hand held camera. It had an urban council estate setting, I think around London. Thats about all I can remember from it, does that sound familar to anyone?

I don't think there was anyone particularly famous in it, no household names anyway. It got a cinema release but it was pretty low budget from what I remember.

Or could have been on the sat channel Zone Horror.
