Does anyone know the name and author of a poem that talks about a town that has gone

"Topsy Turvy"? A friend of mine remembers reading a poem in grade school (about 50 years ago) and would like to have a copy of it now. He said it talked about a town and how things there where all backwards. Any help would be greatly appreciated.
