Does anyone know how to get a dog to stop whining like someone's torturing him?

This probably sounds like a weird question, but I wonder if anyone else has a dog that whines like mine and what can be done about it? He whines when I let him out in the (fenced in) yard if I don't bring him right back in. It's not just that he whines, it's how he whines, it's so loud and it sounds like someones torturing him or something!! Someone once said to me that it sounds like a sick rooster getting killed! Why in the world does he whine like that? It's not like I've left him out there all day or night! The longest I'll leave him in the yard is about 15 to 30 minutes! Does anyone have any ideas on how to get him to stop doing that?--other than taking him in right away? He also does that when we've been gone and get back home and he hears our car! He stops when we get in the house and he can see us. My neighbors say that they don't ever hear him whining at all while we're gone!!
 
You have to tell your neighbors to deal with it for a little bit.
or else you could start to crate train him.

Put him in the crate with a treat and tell him "good boy" or whatever your reward phrase is, and sit with him. Every 5 or 10 minutes [AFTER whining stops] scoot farther away from the crate until you are not in the same room. When he starts whining you HAVE to ignore it. I know this will be the hardest part because he is your baby and he sounds sad/in pain. When he is whining and you respond by giving him what he wants its is not only enabling him but it is letting him think he is the boss, which he is not. Once you leave the room and he stops whining wait about 30 minutes, return to the room, and reward him for not whining.

Just be careful and make sure he isnt whining because he needs to use the bathroom!

If the problem persists you may want to contact a trainer or get some books about training dog.

Also you may want to research separation anxiety in dogs.
