My theory is they expect a nuke to go off soon and they will use that to justify the weather getting cooler, because this whole 'global warming' thing is a sham.
They used the solar maximum that started in 1995 to try and manipulate people into believing in global warming. That's why they tried so hard in Copenhagen to get their 'cap and trade' program kicked off.
When actually the weather is getting cooler on it's own because we have entered a solar minimum and the next solar max is expected to be the weakest in 100 years.
Why do I say this, well because why else is a story like this published? Who is contemplating such thing and why is their fist reaction to relate it to weather?

I live in the city where NOAA is located... Boulder, Colorado.
