Does anybody know exactly when the law for downloading music will be put into affect?

In Canada they made the new law where you can be fined a ton for downloading music. I just wanted to know when it would be put into effect? Or has it already? And do you think I would be ok downloading like 1 or 2 songs every once in awhile?
