does any one know what a ssm 18578 for a ford crown victoria is.?

Special service messages concerning your vehicle can only be accessed by dealers via the OASIS system (Online Automotive Service Information System).
 
I have a 05 crown vic with a dtc po191 frp range sensor performance. the senosor has passed all tests. there is a SSM 18758 for this dtc.
I am unable to get information on this Special Service Message.
It seems to be for Ford Factory Technicians only.

Any help would be great.
