Does an exercise bike help burn thigh fat and stomach fat?

an exercise bike helps burn fat. No way to tell your body which fat to burn. As long as you burn more calories on the bike than you take in, you will lose some fat, just not in specific spots.
you can tone muscles in certain spots by exercising those spots.
A tones muscle is a bit more defined and you will feel stronger doing your day to day things when you have toned muscles.
A healthy diet is lots of fruits and veggies, lean protein sources, limited carbs but make the carbs you do eat whole grain when ever possible.

2.) I've heard it also 'tones' the muscle, doesn't tone mean to make the muscles more defined? Please explain what it means. Also, I'm scared I will build muscle but it would be underneath my fat...so does an exercise burn fat? Or does it just gain muscle? Or does it do both over time?

3.) Could you please suggest a healthy and reasonable diet for me? :)
