Does altitude affect car engine and gas mileage?

I recently moved from Colorado to Virginia,and since the move my car has been acting weird (trouble starting, horrible gas mileage, beginning to knock, etc.)... When I say bad gas mileage, I'm talking 46-48 mpg to 30-32 mpg... Not sure if the altitude has something to do with this. Suggestions?

Oh and the car is 2008 Mini Cooper with a standard transmission. I've also always used premium gas, usually 93 octane.
