Does a restaurant have to have waiters and tipping to be a "restaurant"?

I was debating with my friends over this topic a while ago, but what I want to clarify about the question is:

If an establishment that serves food doesn't have waiters, but has tables and chairs, is it NOT a restaurant?

What does the word restaurant MEAN to you? how would you define it?
