Does a private military contractor require a military/law enforcement

background to be hired? I, in no way, wish to become one, but I'm curious about the subject.

The reason why I ask is that such a requirement often seems to be the case, but I'm starting to learn that in the U.S. there are tactical courses open to the public, which train you to maneuver and shoot from cover with an assortment of military-grade small arms. A notable example is Magpul Dynamics, where they even sell a DVD with these lessons inside.

So, does a PMC have to have former relevant experience to be hired? Or can any carefully-evaluated Joe-Blow become one, provided he gets the specialized training?
 
They can hire whoever they want. But unless you have military experience you would be a very unlikely candidate, no matter how many DVDs you've watched.
