Does a persuasive essay have to argue?

In writing a personal persuasive essay, would it be acceptable not to have an opposing opinion, but merely stating facts on something you believe in? For example, human nature or something. I say, 'humans naturally want to be in control of certain things in their lives' then I wouldn't need to make it into an argument, would I? A question I guess I'm pretty much asking as well is: does a persuasive essay have to be an argument or a debate?" I first thought this was so, but I've been given a topic that doesn't really allow an opposing opinion, because it's basically a fact, so I'm a little confused.

Persuasive writing, also known as the argument essay, utilizes logic and reason to show that one idea is more legitimate than another idea. It attempts to persuade a reader to adopt a certain point of view or to take a particular action. The argument must always use sound reasoning and solid evidence by stating facts, giving logical reasons, using examples, and quoting experts.
