...muffler is shot it sounds like a ? lawnmower and it won't pass inspection? How much willthis cost me and what else can i do to keep good gas milage (it does ok) its a 1993 model
 
Yes it helps with better gas mileage. i have a 1985 chevy truck and i had the stock muffler on it when it went bad a i bought an after market muffler from flow master now i get 3 more miles to the gallon.
 
yes it helps and easy to call a muffler shop or two to find a better price range which will vary from one side of town to the other 25 buck to 200 bucks
 
exhaust leaks (or bad mufflers) can cause worse fuel mileage, depending on the car. Some cars require more back pressure to run smoothly. I don't think it will be a big loss, prob like a mile per gallon or so.

If you bring it in to a muffler shop should cost you around $100 - $150 depending on how bad the exhaust system is. If it is just the muffler it might be cheaper. If the cadillac converter is bad it will cost you more than double that.

As far as getting better mileage, just keep your car up to date on all normal services, like oil changes and air filters and tire pressure. Also slower starts from a stop will help and slowing down.
