does a galaxy need stars to be called a galaxy? what if it only had dust clots and more dust? where the early galaxies made only of gas? did they come from lyman alpha blobs? where stars or galaxies first?
They are not a galaxy until the "dust cloud" forms into such.
If there are no stars, it's no a galaxy. It's something else, depending on what the origin appears to be.
