Unofficially, they do it all the time.
Do you call the office and insist on talking to the dr, now! and do it often, don't be surprised if they label you as a pain in the ass.
Do you call and say " I would like to talk to Dr.---. Would you ask him to call me when he has a chance;" and only do it infrequently?
Mine usually calls me back within the hour.
