Does a debate generally end up in securing reasonable clarity on the subject discussed?

Presuming that the participants are reasonably familiar with the subject and capable of furnishing high order info?

What are the blocks that hinder generation of clarity on a subject?

Or, should we rather look to multiple perceptions - conflicting included - rather than insist a conformity on certain issues?
