Does a C- transfer to an University?

Its just the way it works, but on the flip side, some universities accept D's (its rare, but mine did- and it was a larger sec school). C-'s shouldnt transfer though, its not at all a good grade.

I wanted to know why a C- do not transfer to an University. Why do most University's do not accept a C- grade?
