Honestly I would buy something a little older but like Toyota Camry or Honda Accord. Neon is not a bad car but i prefer something else.
To check if there vehicle has ABS is by turning the car on and see if on the instrument gauges ABS light comes and shuts off. This is called a self test and when the vehicle is started it initiates a self check mode. Another way to check is to take the wheel off and there should be a Brake Hose and a wire which goes into the sensor.
