Battery is dead and won't respond to attempts to jump....start cranks but engine won't start.....

Well it sounds like a job.
#1 battery is shot, get a new one
#2 after it cranks, have the fuel pressure checked. Bet you will find it has none.
If this is the case the fuel pump has taken a dump and needs replacing.
This will do two things. You will be getting rid of the old and bad gas and installing a new pump.
After installing new gas, I would drain the rad and change the antifreeze.
Now try starting, if it starts do not rev the engine. just let it idle and warm up on it's own.
After it reaches normal temp, and the thermostat opens fill the rest of the coolant.
Now change the oil and filter.
Check the tires for cracks and if cracked replace tires.

Your fuel has turned into a varnish, smell it. Then be prepared to clean your injectors or carb as they will be stopped up. Even fuel stabalizer has limits but I doubt any was used. Drain your fuel, replace it, change filters, and try it, if that don't work, pull carb or injectors off and clean them, or buy a rebuild kit for your carb.

Any old gasoline in the tank has most likely turned to varnish now and has gone bad. If less than a full tank of gas left in the tank, condensation from the temp fluctuations over the past 2 yrs could've allowed water to get into the gas also. Try using good gas.

Depending on how bad the gas has gone, you may need to use a fuel
system cleaner to clean out all of the lines, carb jets or EFI.

Also, make sure that you are getting a spark at the plugs. If an older Dodge, make sure no corrosion inside the distributor cap & on the rotor button, if electronic ignition, make sure it is producing a spark.
