Dodge Stratus/Neon Cooling fan issue, opposite most peoples problem?

I have a 1996 Dodge Stratus, with the 2.0 liter engine, same as a Neon. I always hear about how the fans stop working on them, but I have the opposite problem. Both fans are always on even if its 30 degrees out and the engine is cold. I know they are not stuck on because there is a pause between when each one comes on. Like I start it, one fan turns on 2 seconds later, then the other one comes on also two more seconds later. I tested with a tool and the coolant temp sensor and intake air sensor are reading correctly, and the a/c and heat are off. I know the computer controls when they come on, but what else could cause it?
Michael C you know nothing about cars.... don't try and answer things you don't know. A: the temp sensor is fine, B: if a fuse was blown they wouldn't work, and C: there is no fuse box under the hood by the windshield.
 
Temp sensor or a bad fuse that causes a constant power rather than a cut off fuse. check the fuses under the hood in the black box closer to the windshield. read the label it will say fan
 
that's the fan relay that's causing that to happen to it ,its stuck int on position,pull it out and see if both of them stop working if they do replace the relay and your back in business,their located in the relay box under the hood,good luck.
