dodge diesel glow plugs?

i am working on a 1995 dodge pickup with the cummins deisel. the problem i am having is cold weather starting. i have checked the systems and found that i am not getting any ground on the glow plug relay. i am stuck at this point . i do not know if there is a temperature control involved. the dodge dealer gives me no help. i find the ground wire to the relay but cant trace it to any sensor. can any one offer any help?
 
Hardwire it so that you just flip a switch and you turn it on from the inside
