dodge avenger low rpm hesitation?

got a 1998 dodge avenger 2.5 and i am getting low rpm hesitation and sometimes it dies when i am coming to a stop it has a new fuel pump, filter, stainer, plugs,wires.distributor,cap.rotor,map sensor ,crank sensor ,air filter,so with that out of the way what else could it be and it is not throwing any codes because i had it hooked to a diagnostic computer. It runs good when you are on the throttle but if you let off to under 2000 rpms it starts hesitating , and it had a new cat converter please i need some good dodge mechanics with mitsubishi experience to help me out with this one thanks
