Doctor says I can't do push-ups or sit-ups, what other exercises can I do?

Hi everyone.

I am 17 years old (female) and I would love to tone my arms and hips/legs.
I have a cyst in my wrist so I can't do push-ups, and I broke my lower-back 7 years ago so I can't do a lot of other exercises like sit-ups(strains my back) or running (too high-impact).

I was thinking maybe to do yoga or something, but Im not sure if just stretching will do the trick...
Help please? Other exercise suggestions would help immensely.
