Yes, it is, but money talks. The Chinese in and around Nanking have Japanese factories and are studying Japanese in order to facilitate business with their former oppressors, because the Japanese have money to spend and manufacturing to attract. The Chinese's government's silence on the subject in light of this -- Chinese workers answering to Japanese bosses in their hometowns -- further underlines the idea that its a forgotten tragedy, by the Chinese as well.
