Handicaps that are inexplicable and obviously the fault of no one or no set system (like a mental handicap): yes, probably.
Handicaps that result because of another's unjust and inequitable actions: no. It's, in fact, very unhealthy to suppress anger and/or blame yourself when someone else has legitimately wronged you.
Blaming everyone for being born with down syndrome is stupid and irrational. Blaming people for discriminating against you because of that handicap, further handicapping you, is not "whining", nor is it irrational or unhealthy.
