Do you think George Bush would have invaded Iraq if 9/11 never happend?

Somthing tells me that George Bush was gonna invade Iraq from the beginning of his presidancy. I mean he sent more troops to Iraq than Afganistan why would he do that out of the blue? I think his dad told him somthing that filled his brain with evil plans.
