Do you think Chrysler should have to pay back the loan?

They are giving a 35% stake in the company to Fiat claiming that it will make them more viable without a exchange of any money. I thought we were investing in AMERICAN automakers. Now I heard that with this agreement Chrysler will be 54% owned by foreign companies. Do you think that they should have to pay back the bailout money?
