...vast void between galaxies? If a planet in such a system contained intelligent life, unable to see other stars and galaxies with the unaided eye, wouldn't they believe their planetary system is the entire universe because they would see little need to probe the darkness of space further?

You say other galaxies are easily seen. Well from the Earth only Andromeda can be seen and very faintly with the unaided eye. There are many far more empty spaces in the vast voids between galactic clusters where photons would be quite sparse.
Also, with no stars to see, would they invent the telescope? Thinking about it, they probably would to study their own star system.
