Do you still have to be a green card holder to get recruited into US military services?

I am just wondering, I tried to google it but I get all kinds of information, most of them outdated. I know this was discussed couple years ago by US government. I wanted to get recruited myself about 5 or 6 years ago by US Navy but I was told I would have to have a green card....
