a whole city was build on the moon (or on a planet) and there was a guy who was in charge of the wather
every morning he would rise the sun for the people living there
he could make it rain, or snow etc
do you remember the name of this old cartoon who was on cartoonnetwork when i was a kid

i'm 19 now but just curious
