Do you need a liscense to operate a bike with a 48cc motor in Maine?

I am wondering if I can ride a bike with a 48cc motor without liscense or registration. I am 16 years old and live in Maine. Any help would be greatly appreciated!

I think 50cc is the cut off all across the country; it's why they made the 49cc, to avoid licensing.
