Do you need a license to sell fish to pet stores and such?

What about people outside of stores, like a friend or family member? How old do you need to be, if so? I live in Colorado

If you want to sell your fish to a mega store like PetSmart, you're outta luck. They only buy pets from veterinarian raised and certified. However, many local mom and pop pet shops will buy your fish from you if you simply develop a good working relationship with them.
