Do you need a data plan for this google android tablet?

It's called the MID M709 Google Android 2.2 4GB 7" Touch Tablet and is sold by ebay. I am wondering if you have to have a data plan or if you can do everything just as well on WiFi only. Here is the link to the ebay listing.
