Do you need a data plan for the T-mobile motorola charm?

I already have unlimited texting. Do I have to get an internet or email plan to get the instant rebate discount? i dont really care for it. On the website it said you need a data or messaging plan of 15 bucks in order to get the discount.
 
yes you do need the data plan, it wont work correctly if you do not get it, hence the reason they would not sell it to me without the date plan.
