There are always going to exist in some form problems that get adhoc solutions, you should concentrate on improvement and streamlining a system that has produced results in the past, if the system used is not flexible then you are stuck building from the ground up each time on at least some scale within the project. However you can compartmentalize some of the more frequent problems areas and have an interchangeable response that works in conjunction with the rest of the system, this will make your overall frame work more flexible.
(terrific insight by M Theory)
