Do you know this anime?

I always remember a scene from it but its not very clear. There was a brother and sister, I think they were twins. They were running from people that was after them. There was a teddy bear and their father put something in it. I think it was a piece of paper with something written in it. Anyways the people after them is now after the teddy bear. :S confusing sorry. Its a really old anime, I was very young at the time soo I dont remember it clearly. Probably around 1994 - 2000
