Do you know someone that's in their 20,s and don't know how to ride a bike?

I have a 23 year old brother that don't know how to ride a bike or drive a car. Is there something wrong with him? The reason why i think something is wrong with him cause me and my other brothers have been trying to teach him how to ride a bike and drive a car since he was a kid,but he just can't learn.

So is something wrong with him?
