liquor license but you buy it? a wedding, we supplied the alcohol, had a bartender serving, does that bartender have to have a license to serve. Business had a license to serve.
 
Are you in the UK?
If so the premises has to have a premises licence or a temporary licence both of these would have been applied for by a Personal licence holder. The conditions on the premises licence would say if you need a PLH on site at all times that you are selling booze
 
I don't know what your state laws are with respect to alcohol - after prohibition, each state got to write their own laws regarding alcohol.

In California, anyone 21 years or older can pour alcohol in an establishment possessing a liquor license. Bartenders are not licensed, bars are.
