Do you have to give a passport no. when booking a holiday at a travel agent?

My boyfriend keeps lying saying he has booked a holiday and when the time comes, nothing materialises and we don't go anywhere! .. I started an arguement the other day asking why he says we're going away, when he hasn't even booked anything? .. it just gives me false hopes. Then he went out the other day and whilst out, he asked for my passport number. When he got home he said, to apologise he has booked us a really nice suprise holiday. I said i didn't believe him and wanted to see confirmation that something was booked, before i got excited again and his response was.. "why do you think i rang earlier asking for your passport number?" .. Do you think he just asked this to make me think that this time he really has booked something? .. or do you think he is possibly for once telling the truth? Thinking back to when i have booked holidays previously, i never remember having to provide my passport number at time of booking? .. Maybe you guys know more? .. Is this the case nowadays? .. Do you need to provide your passport number when booking a holiday/flights?

Thanks! .. i did't think this was true! Do you need to provide your passport number to anyone?.. i need to do something! .. How can i get payback for him constantly giving me false hopes.. I have missed out on a holiday with my family this year and a holiday with my friends this year all because he said we were going away, but as yet we have gone no-where! This is my first year without a holiday..and its driving me insane!
Yes the cowardness is getting to me :-( .. How can i get revenge? .. x
