Do you have to bleach your hair to apply Clairol Root Touch-Up?

I recently dyed my hair an unnatural orange but I used the entire bottle. My hair's originally a really dark brown, and my roots are showing. If I wanted to use a bright blonde Clairol Root Touch-Up to my roots would I have to bleach it first? Because that would suck.
