Do you have to be a certain rank of police officer to drive the Dodge Charger?

I was wondering does it matter of seniority of who gets to drive the Charger or can any officer just get in and drive and also Does it even matter to the officer what car he or she is driving?
 
My PD usually uses the Chargers strictly as traffic cars. Seniority has nothing to do with it. I personally don't really care which car I drive, but then again it would be nice to drive a Charger once in a while.
