Do you get all the financial aid you need if you EFC is 0?

I'm planning on going to VCU (Virgina Commonwealth University) this Spring 2010 semester. I am an out of state student. I was just wondering since my EFC is 0 will i be awarded ALL the money(including federal loans, and grants) I need to pay the out of state tuition? Or will I be looking a private loans that I will more than likely not be able to take out (My mom said she will no cosign for anything) The approximate semester tuition is $14,970.
